		<description>How should this be adjusted to accomodate a running project/product that has a huge amount of technical debt and pre-existing defects?  Can we consider just the new defects founds/resolved in the in-scope software modules?  

Is there an alternative measurement approach that doesn&#039;t penalize the team for their predecessors?</description>
